HELP PLEASE!

I'm into Episode 3 of Birth of Atlantis, I've completed every requirement of the episode EXCEPT for
fulfilling the quest that requires Atlanta's Hall. The problem is, I have NO option to build the hall.
What the heck do I do??? Please help!

I dont recall this exact scenario but in general...

Restart the game, often that helps to clear things up.

Make sure you have all the requirements for the Hall. No, it doesnt normally work this way but it cant hurt.

Finally, often in the scenarios they want you to wait for specific events. For example, they may want a triggered monster attack before allowing you to build the hall. So you would get a notification of the monster then an immediate notification of the availability of the Hall/Hero. My guess is this is what you have encountered and its just a waiting game.

Do you have Sanctuary to Artemis and museum? They are (together with some resources) required to build the Hall.

I have all things required for the hall. Sadly, I think I must restart... I'll wait it out a bit longer first. Patience is hard!

If you have everything in place, its a timed thing almost certainly. I would play through a game year at least to see if anything changes. You can just save and then max time to run through to check on the result. Some scenarios you have to wait years to collect all the resources you need to summon a hero through tribute. It can get annoying here and there.

Old post, but I would like to support the statement above: many in-game events are timed and you usually have to wait some time. These kind of missions are useful for building up the city, and I've taken these opportunities every time to grow the coffers and the military for later.
