I'm trying to play Ys 1 on my second monitor either fullscreen or windowed at the full resolution, but every time I launch it displays on my primary laptop monitor instead. This is on Windows 10 and using the Windows keyboard shortcuts to move the window around does not work (Shift+Win+Arrows), neither does Alt+Enter.

The only thing that has worked is to set a lower resolution than the monitor so the window bar appears, then drag the window over to the second monitor. But then I have to play the game in a window that is lower resolution than my display.

How do I get the game to launch either fullscreen or windowed at full resolution on my second monitor? Current configuration attached.
