For whatever reason no matter what i do, it alwaya jumps up to a jittery 120fps even when I try to lock it through the Geforce control panel

If you use nvidia profile inspector you can lock the FPS to whatever you want:

HG1995: If you use nvidia profile inspector you can lock the FPS to whatever you want:

Also You can do that in your GPUs control panel or use MSI afterburner and RTSS to lock frame rate of ANYTHING!!!
