As a newcomer to Xcom I have been playing Enemy Within but when I am in engineering and I click on 'manufacture' it flips to 'submit order' and then despite however many units I want made just keeps flipping in between the two and no Current Project appears. Is this a glitch or am I doing something wrong?

It seems like you are not managing your resources. After discovering new technology one must accrue the necessary quantities of resources (alien corpses and fragments of weapons, etc.) sufficient to build the desired project.
