I can't launch satellites. I have 23 scientists and 14 engineers. In the situation room it says that I have 2/5 in orbit an 0 available. Credit $208.

Why is no satellite available?

Why is no satellite available?
You need to buy one first - order one from engineering (if you can afford it - it may be more than you can afford at the moment). Once bought, you'll need to wait a while for it to be delivered/built. Once you have it, then you can launch it (if you haven't reached your current sat limit yet - which it looks like you haven't).

Oh, how I miss the time where strategy games where sold with manuals full of information! >:(

Now I have, again, problems with panic in China: I have 25 scientists, 20 engineers and if I want to launch one more satellite, it only says "satellite existing". ;( To other countries, I could send satellites without problems.

What am I doing wrong now?

You're probably already got one above China then? You're limited to one satellite per country, so the game won't let you send another one. Which is probably just as well, since otherwise you'd hit your satellite limit too early and be unable to help out other countries later.
