It means that a box landed somewhere on the map.

Well there's a "Weapon Drop" also, and the camera follows the box when it drops, but the reinforcement thing just shows up when camera is focusing on next worm when his turn is just about to start... weird.

It means stuff has unlocked, like Air Strike.

Ah, this seems right, thanks :) Too bad you can't delay the unlocking of airstrikes more than 3 turns :I Had to ban those damn things :D
