Works fine on my machine, also running Windows 7 (64-bit).
Does it show the start-up movies and/or the main menu?

You could try a different DOSBOX blitting mode:
run Graphic mode setup.exe and try setting it to OpenGL

Edit: If that alone won't work, open dosboxWORMS.conf inside your worms directory with notepad and look for "fullresolution=original". Change it to "fullresolution=1680x1050" or whatever your display's resolution is... "fullresolution=1024x768", "fullresolution=1280x720".... you get the idea.

Oddly enough, I've found out that the problem will only occur if I skip the intro movie. If I watch it all the way through then the game starts up normally.

If that's the case you might want to edit worms.bat with notepad and remove the intro as well as the black calls altogether.
