Rules for Gog refund work this way: you have bought the game, but haven't downloaded it, you have 30 days to refund it.
You have downloaded and installed the game, but it doesn't work properly, and Gog can't help you, you have 30 days to appeal for refund.

Store page for Walcen says: 14 days refund policy, no questions asked.
Does this mean I can buy the game, download it, install it, play it, and even if it works flawlessly, if I simply don't like it I can get a refund?

As far as I know, that's the GOG refund policy for Games in Development. So yes, you could do that. Just be aware that should policy be abused too much, GOG will probably change it. Also while nothing stops you keeping the game it being DRM-free and all you lose access to future updates when refunding. I also don't know how Galaxy, if you use it, would handle game you no longer own (though you should be able to run it using the executable even if galaxy no longer run it).
