i went to visit the vampires and accepted a quest; however, whe3n i try to leave them i am stuck in the water. There is an area in the water tunnel where you have to go (leave the vampires, go down the steps, walk along the tunnel, go underwater and then there is a right turn uphill) uphill and i cant get through that area.

I still cant get back through the water. i also went into the wolve/cyclops area and tried to swim back up the grat and couldnt do it in there either.

Hmm, this is a new one. The quick water tunnels are one-way, they will block you going backwards. Otherwise, maybe it is similar to the water tunnel issue in Serpent Temple. You could try the solutions involving that area. Such as using Vanish to go forward past the problem area, aiming the camera downward while going forward, attempting to move backwards instead, switching to a smaller character, or even aiming up/down while smashing the jump key. Some people even had luck switching the resolution. Making a Portal and teleporting to it can move you a tiny bit in front of that Portal, as well. Sorry I can't offer a more concrete solution.
