There are a lot of tips out there; none of them work.

Has anyone had this problem and sorted this out?

I played the game a lot 20+ years ago; I know about running at it.

Any help would be greatly appreciated.
Run towards the step at ~ 75deg angle, not rectangular.
It seems to work better if you look (respectively the cam is pointed) ~ 15 to 30 deg upwards.
The best way is to hold rmb to control the cam/movement direction with mouse
while you hold shift and use arrow keys to move.

If that fails play with the in game graphic settings, in particular vsync,
and the options for 3DSetup.exe, i recommend dx7

of go to last section, dld the file, unpack the archive,
run madgods Cosmic Forge Editor (find link for CF on same forum)
open location "umpani base camp" with the Location Editor,
click on the Dynamic Objects tab, select to add new DO from .cfobj file,
select unpacked file from dlded archive.
Select to duplicate the new DO (r-click it), rotate 180 deg horizontal,
move to the other step so it fits nice, use the "Build" -> "Rebuild octree" command,
save the changes you made in Location Editor, done.

So I download Mad God's editor (which I had great fun with ages ago)...

Then I tried selecting dx7 in 3DSetup and it worked.

I was able to get this working, but the editor had changed enough that some of your instructions are out of date. If possible, would you be able to make a youtube tutorial on how to fix this?

cant make a vid, my fastest machine is a 2009 notebook w p9400
and capturing with e.g. obs gives me a slideshow at best,
also requires win7 or higher, while i run CF and Wiz8 under xp,
and my elgatp game capture HD video grabber is either broken ot i am too stupid to get it work.
So no, cant make a vid, sorry. (Else there would be plenty on YT)

However, the message was posted late July 2019 when 4.23 was out.
The fix was done by me with CF 4.16 for some reason,
but I checked 4.23 to assure that the description was still valid with latest version, it was.
i have worked since with 4.24, 4.25 and 4.26 and fail to recognize a difference in performing the steps as described, strongly supported by the fact that the history log of CF does not show any changes in the UI or functionality related to the described procedure,
and that in just performed control check with CF 4.25 I failed to see a difference again.
If anything is unclear, ask again here
or better on the CF forum to keep the info condensed in one thread instead of 2 on different boards.

If anybody had issues to add the step, try again, its far more simple than my long explanations may suggest.
Perhaps use the method described in the very last section of linked message,
i.e. copy the link in the sections 3rd line into the browser, dld and unpack the archive,
run CF Location Editor, on the left side select the Dynamic Objects tab, right click in the D O list,
select to "Import Dynamic Object from File ...", browse to the unpacked archive and select the .cfobj file, confirm.
To create the other step at the 2nd building, right click on the new D O aka step in the list, and select to duplicate it,
rotate 180 degree in the 3D window and move it to desired spot.
(use the 4 green transformation arrows group at the left to move in X and Y (=horizontal) direction,
Z value aka height is ok so dont touch the 2 green Up and Down arrows.
When done perform a "rebuild" -> "Rebuild Octree" command. Save when done.
