Am I doing something wrong or does the attribute bonus generation algorithm patch not work with GOG's version of Wizardry 6?

I have applied the attribute bonus generation algorithm patch to the game.

No matter whether or not I have the Cosmic Forge running in the background, I still get low bonus numbers. I wouldn't mind if it was a simple matter of re-rolling the numbers (I did spend 2-1/2 hours getting three Wasteland 1 PCs). But to have to go through the entire character creation process every time gets a little tedious. I have checked the timestamp of the WPCMK.OVR file. The timestamp shows a date of 2014.
The only thing that patch does is increase the probability of getting a super-number for bonus points, but it doesn't guarantee it'll happen 100%.
You'd probably notice the difference more if you'd tried making a party before you applied the algorithm. Unmodded, you get stat bonuses of 6-8 very commonly, which can lead to MARATHON character-creation sessions. The new algorithm doesn't straight-up give you great numbers every time, but you will get consistently better rolls and also more "super-rolls" as solzariv mentioned.

Personally I just try to get the race/class combo I want, and then use an editor to get their starting stats where I want them after they're loaded into the game. It saves tons of time. Just don't go overboard with their stats in the editor; it takes a lot of the fun out of the early game if you give everybody 18s in everything. A save editor is useful for fixing the carrying capacity glitch, too... your weight allowance is supposed to increase as your STR and VIT increase, but it doesn't. The "calculations dialog" in the "view game information" section of Cosmic Forge will tell you what the correct number should be.

Can I get a link to a good save game editor?
I thought there would be no real save editors for W6 because it was done just by using a Hexeditor at these days

BaneEdit works well. Just be careful about removing items from your inventory. If you try to remove an item from the middle of your inventory, it can sometimes mess up the items after it. If you want to get rid of a plot item that isn't useful anymore, just put it at the end of your swag bag and you can delete it fine.
