It seems obvious to get at least 3 or 4 attributes maxed, and 3 or 4 expert skills unlocked in a normal playthrough. It then stands to reason that those expert skills have to be worked on at some point, or it's pointless to unlock them.
Most of the expert skills seem obvious to raise:
Powerstrike by attempting to hit in melee combat, either close or extended range attacks.
Powercast by casting spells.
Iron Will by resisting spells or spell effects (the Lower Monastery trapped coffin is great for raising this).
Iron Skin by being hit by physical attacks, either melee or ranged.
Reflextion by dodging physical melee or ranged attacks.
Eagle Eye by attempting to hit in ranged combat (thrown weapons, slings, bows, crossbows, guns).
Which leaves the question: What determines Snake Speed skill increases? It seems completely random, as a function of how many times a character takes actions, including defending.
I have noticed that, like all skills in the game, the earlier you unlock/work on the skill, the better. My casters in my current MDP unlocked Snakespeed at level 16, and they're level 33 now, and it's still stuck in the 90s.
