That would be neat, being able to create 8 permanent party members. It would allow for more party customization. However, you wouldn't be able to complete certain quests, such as the Umpani quest where you have to rescue Sgt. Glumph from the Bayjin hut, or the Alliance quest with Drazic and Rodan, as you need to have them join your party. It wouldn't break the game, however.
