I have never found a good answer for how this works. I have always had a Bard in every party so far, so she is always the one to work on Communication (she gets a 25% class bonus to it). I know that, just like every other skill, it gets harder to raise the higher the skill level.
In my latest MDP (Magic Damage Party), I had to try several times to get a skill point from Burz. Getting one from Altheides was much harder, taking around 50 attempts. My Gadgeteer went up 2 skill points (from 0 to 2) from Altheides, since she didn't get one from Burz. I guess you can get more than one skill point the first time you talk to an NPC.
Perhaps it is a floating point system, where you can get 0.5 points to 1.5 points in Communication the first time you talk to an NPC. So my Gadgeteer rolled low the first time, and high the second time.
I have noticed that, after a certain point, the game refuses to give you a skill point in Communication until you talk to 2 or more NPCs. There must be a decimal value, or something, that increases by a random amount the first time you talk to an NPC.
I find myself pumping 3 points per level up into Communication for my Bard, until it's at 75. Getting it to 80 would be the goal. 80 skill level plus her 25% class bonus (20 points) would put her at effectively 100 Communication. This would require a bit of save/reload scumming to get those last 5 skill points.
Most people just brush Communication off as unimportant. After all, He'Li always gives you her best prices, and I heard that Ferro does too, and maybe Sadok.
I read in one guide that you can steal from not very important npc that doesn't atack back. Then you will get option to be friendly, to give something (1 gold)... And It can increase communication skill ones per day/npc.

This seems to be too much work/exploiting the game system. I just try to get along with everyone (except the Rattkin/Rapax/Rynjin races).
