Shouldn't Werebear class be Lycanthrope and not beast?

Were bears have always been Animal/Beast, rather than Were/Lycanthrope. Could be they were meant to be an equivalent to another D&D monster and got renamed to the more copyright-friendly "were bear". Their stats proportionally seem more in line with the actual bear enemy in D&D than the other lycanthrope enemies, so possibly they just wanted to make it more interesting and monstrous than just a normal bear. Maybe the idea is that they are just some human-bear-hybrid looking monster rather than a true lycanthrope. Note that (at-least in the original/older versions of this game) all the weres/lycantropes are named like "werewolf", "wererat", "weretiger", in one word, as opposed to "were bear", two words.
