Title indicates most of the problem. Even if I crank my volume to 100%, the cutscene volume is much lower than then rest of the game and the OS in general. I'm running Windows 8 and am just running the stock install without any codecs to get the audio working. Any suggested changes I can make to remedy the problem are welcome.

If you install ac3filter you should be able to boost the levels with the ac3filter controls. Or if you installed a filter pack like Klite then you should be able to run the directshow filter configuration tool whiich will also give you access to the ac3filter settings or any other audio decoder you PC might be using. From there you can boost the gain on the AC3 streams.

Within the game itself you should be able to lower the ingame volume a bit too.
Just wanted to reply that installing the Lite AC3Filter solved the problem. I simply installed and ran the configuration wizard once, saving everything with the default values. Didn't experience the volume problem again.
Many thanks. I too installed the AC3 Lite and ran the wizard, selected default and the problem was solved.

Now the cat doesn't jump through the ceiling when a mission starts.

neosapian: this is an old topic, but I have to ask, would you install WC4 first or the filter?
It does not matter.
I thought I would drop in just to say this old fix still seems to work in 2016, on Windows 10, just use "Reset to defaults" from the Ac3filter start menu folder.
And in 2021 on Windows 10 deleting/renaming AC3Filter folder and ac3.cmd, ac3filter.ax, ac3u.cmd files also turns up movies volume.
