Can anyone tell me the keyboard shortcut to turn on ITTS in WC3? I must have checked half a dozen different lists of key mappings, but none of them said how to do this.

If I recall correctly you first need to target an enemy (with "T" or "R" for closest enemy) and then press "L" to lock it.
Then you should see the ITTS reticule.
