I booted up Wing Commander for the first time in a few months, and the joystick wasn't working so I tried opening up the keymapper. The game locks and goes into window mode as usual, but the keymapper is no-where to be seen. I've tried opening it on my other DOSbox games and even my regular installation of DOSbox, and all of them have the same problem. I've tried changing the renderer also and none of them make any difference. My machine is running Windows 10 and it's up to date. I can't find any reports of anyone else having this specific problem and it's driving me crazy.

If the joystick doesn't work make sure it has top priority in the windows control panel, DOSbox should work with any USB joystick but ony picks up the first "gaming peripheral" it finds whether it is a joystick or not.

I just wanted to give an update that the keymapper is still gone. Doesn't matter which game or even if it's my standalone Dosbox install, I can't get the keymapper to open. I also tried prioritizing my joystick in the game controllers menu for windows but I still haven't been able to get it to work again.

Do you have an NVIDIA graphics card? I was banging my head on the desk with this same issue. I tried ctrl-F1 and command line, windowed or full-screen, but it would only bring up a blank window. I happened to try disabling the NVIDIA in-game overlay and suddenly the keymapper started working as expected.

If you have an NVIDIA card try opening GeForce Experience and disabling the in-game overlay in Settings. For what it's worth my card is a GTX 1080 from Asus.

They opened another identical thread about this in the General forum and one of the DOSBox devs suggested using different video drivers than what they had. Which did fix the issue.
