He doesn't really serve anything to the plot, we know almost nothing about him, and the only thing I've seen him do is be a nuisance in the hallway. Blocking the way to the next waxwork I want to go to whenever I complete a level. And when I approach him, he smiles, then suddenly gets angry, then shoves me.
Does anybody know the story behind the butler? Why is he in the game?

Some time ago I saw a movie with a character that looked exactly like the butler in Waxworks. I can't remember what it was, but perhaps the butler is a homage of some sort.

Could be he's just supposed to add to the tension. It's bad enough everything in the waxworks want to kill you in terrible ways. Add to that a mad giant who pushes you around as soon as you're temporarily out of danger.
Ran across it again. The butler closely resembles Boris Karloff in The Mummy.
