I met a character called Werewolf Wally who has audible speech. I noticed when meeting him he started talking in a weird unrealistic way, for example, he said,"This guy really does look like a werewolf ," etc...

It was obvious that the voice actor was reading NARRATION, not what the CHARACTER is suppose to say.

It`s a small point, but an unusal mistake that I would`ve thought the voice actor himself would notice and point out.
I've come across quite a few characters that had this error, and with funny results. Presumably, the actors didn't always know the context of the line they were reading.

It's clear they didn't do enough testing before releasing the Director's Cut, I guess the team behind the update had lower priority and quite small.
It`s a very silly error. It seems strange that Voice actors never bothered to query it as it clearly makes no sense. I don`t think I`ve seen any of its like before. I did a little voice acting for a mod years ago and I would have certainly pointed out something like this had I seen it.
I found the occurance of voiced dialogue very sporadic. I appreciate that the developers decided to add more of it for the director's cut, but I wonder how they chose which lines to do voice-overs for. Seems like one line would have voice, only for the next to be text only.

Also seems that Angela Deth's new lines seem to have a different voice actor from the original version.

Yeah, but in case of Angela, almsot all her dialogues were reworked, but some generics lines remain in the original voice.

Yes, I noticed that too. They should simply reworked all her dialogue since it sounds weird again.
