I'm in Quartz and I've made it to the top floor of the courthouse. I found Dan Citrine and got him on my team. When I open the cells on the third floor there are two prisoners (presumably one is the mayor?) but I can't free them. Nothing I do gets them to react or interact with me. Is there some trick to get them to interact?
