Sometimes when shuffling characters in and out of the party everything besides their perks and CON will be reset to what they had at level 1, rendering them useless and wasting anything you invested in them, like the cyborg perk and skill books.

On a semi-related note, the party-wide perks like the one you get for the Minerva Coin/Provost miniquest are not applied to new characters.
