I can't seem to find Patch 3 for OS X. Patch 3 is available for Windows. Is this an oversight? When will it be available?

My understanding is that version (2.4.0) for Mac is the latest, which means you have to DL and install the whole thing again.
That's a joke, right?
It appears Patch 3 is finally up, just in time for Patch 4 to be released by inXile...

The standalone updated with no problems, glad I waited. Thanks GOG.
How do I apply the patch on OS X? I have 2.2.0.4, installed in a nested folder on a non-boot drive on my Mac Pro, and when I run the patch it just asks for a drive to install to, not a specific location. Sure enough, despite choosing the appropriate drive, my copy of W2 is still 2.2.0.4. I even moved W2 to the root of the drive and tried again - no change. On both occasions the patch claims success.

Is the patch not working, or does it simply not update the app's version number?

Also, why does it require admin privileges when the app itself was installed by and is owned exclusively by my Standard user?

I can't help with the rest of your questions, but my app version did update to 2.4.06
Well, whilst GoG support are offering some help with my issue, they came right out and stated it would be easier for them if I just downloaded the whole game again. But I responded, I think rightly, that this could mean re-downloading a further 10GB as soon as Patch 4 became available - et cetera.

I am beginning to wonder whether inXile might consider revoking my GoG license and giving me a Steam license instead, because GoG don't seem to be capable of dealing with this problem in a timely fashion. Chances are slim, I would have thought, though.

So, is there anyone here who can help me apply this patch? The details are in my original post.
I don't know if your installation being on a non-boot drive is significant - I assume gog support would mention that if it's an issue - and the only other detail you mention that is different from my situation is that my install location is in my Applications folder (instead of on the root level of the HD as you mentioned yours was). Again, I don't know if that would make a difference but I figured it couldn't hurt to mention. The installer seemed to hang for me (all the Wasteland 2 updates have done this for me), zooming through the progress bar and then seeming to stall near the end for a long time (several minutes) before completing.
Looks like my issue was related to a corrupted copy of the app. Replacing it with a new copy from the original download allowed me to patch successfully.

I've registered a complaint with GOG that the patch updater consistently reported success despite failing each time.
