I recall there being a menu in Warlords 1 and I look in the manual and there is. But it's missing in the GOG version. I used it a ton when I was a kid so without it I basically don't know how to play

Move your mouse cursor to the top of the screen and hold left click to navigate the menus. Releasing left click on a subject will select it. Hope that helps!
