I'm trying to work out if my campaign is bugged or not, as I seem to remember reinforcements being rare, but not this rare. I'm currently at "Counter Attack" where you get the Leitdorf Crossbowmen, problem is I've not had the chance to recruit reinforcements for any units since "Against the Grain".

Nothing at all through all of Sven's campaign, March To Loren, Karak Hirn, or Black Fire Pass. Needless to say, I'm now averaging about 5 men per unit.

Its been a while, so have I really forgotten how brutal it is before Zhufbar or am I looking at re-install and start again?

I wasn't sure, so to refresh my memory, I've looked at this excellent guide by Stratifier, which helped me to beat this game two years ago on PC. I've heard there is a different number of men to hire between PSX and PC versions (can't confirm, I wasn't looking that closely while playing), but as far as I remember, the reinforcements were available after the exact same missions in both versions. If that's true (and I understand the mission path you chose correctly), they should be available after these missions:
- Escort to Holst 1 and 2 (Mercenary Crossbows, 11 men)
- Sven Carlsson (10 men)
- Patrol 2 (10 men)
- Rescue Ilmarin (Black Avengers, 10 men)
- Revenge [optional] (10 men)
- Bridge over River Weiss (20 men)
- Shattered Pass (20 men) - that mission is brutal, had to retry a many times due to losses and rng...
- March to Zhufbar [attacked keep] (Leitdorf 9th crossbows, 15 men)

Considering the above, I think it must have been some bug in your campaign, which is very unfortunate, as reinforcements truly are salvation in this game.

Same thing happens to me. I think its a bug specific to the gog version. You won't see reinforcements until Zhufbar, which makes the game brutal.

I also saw a bug where a regiment was able to go one over the size limit, bringing reinforcements available to -1 in an earlier mission.
