Not anymore, they introduced regional pricing several years ago. First they offered a discount in future games for the amount offsetting the regional pricing. Then they stopped offering the discount.
Steam is still the king of ripping off in the regional pricing though. If you live in the European Union, they take for granted you are filthy rich, expect anywhere from 20 to 50% higher prices than the USA and 50 to 80 % higher than the remaining non-Commonwealth contries.
And no, it's not exchange rates, years ago EURO/DOLLAR was 1.40 and everybody (not only videogame platforms) were selling 1 $ = 1 € , it was just plain greed.
GOG was popular back then because they stated that 1 $ WAS NOT 1 € , they did the proper exchange (40% difference)
