Figured I'd let any future readers know: it's in the game folder itself as its own application. Not listed in Galaxy's Backups & Goodies tab.

Its because contain backups offline installers and some goodies like soundtracks that must be downloaded separate first. Additional game configs or editors placed in MORE section.
