You can't. I think the first time Blizzard let us pick our colours was in Broodwar, and that was exclusive to multiplayer. Warcraft 3 let's you pick you colours regardless of what mode you are playing.
You can do it in the Map Editor - in the Player Properties. If you set a paricular player (color) to be controlled as Human and set the rest to be controlled by Computer (or to be rescued). Then when choosing the custom scenario, if you leave the number of opponents as Use Map Settings, the map will load with players (colors) exactly you've set them in the Editor.
