I have made two (2) saves in the game yesterday. They are in the 'Save" folder within the game folder. However, when I choose an option to load a saved game, the list is empty.

Try running the game as administrator, or installing it outside of Program Files.

Save file and remember file name , try search in your DISC c
If you find it, copy it in your w2 folder "saves" if there isnt folder saves make new and paste your Save file
