\GOG Games\Victoria Complete\scenarios

contains the EUG configuration files for each Szenario
You can add the nation you want to play in the list after the current playable nations.

BRZ = { }

But the UI does put the additional nations right left to the previous. And thus it is easy to overlook the one outside the box and think nothing has changed. Only one is clickable for the same reason... The other are out of area.

If you want to play another nation one just change the added one...

And you find the meaning of the abbreviations if you seek for them down in the document where they include the files for each nation with the full name... Which is handy, because many do not speak for themselves...
