The game itself seems to work ok on Win 10 now that I've used the dgVoodoo 2 files mentioned on this forum.

For some reason, the videos don't show. I hear audio, so I know something is happening when I start the game.

I can get to the menu by clicking or hitting the ESC key to proceed.

Just wondering if this is a known issue with Win 10?
Same problem here on Win7. In addition, the tiny videos displaying the different guns in the loadout menu (rotating guns) do not display. I suspect an issue related to the aviplay.dll, since those are all avis, but I have no way to fix it. I have tried several DGVoodoo2 settings, but to no avail. I don't even see anything possibly related to it.

Help would be appreciated

I have checked with the developer of dgvoodoo (2). It is a known issue with the wrapper when running fullscreen no matter the OS, a patch in the very near future is not planned. In windowed mode you should have the videos.

Try running compatibility mode. I'm not one of those people who say compatibility fixes everything, but it fixed it for me. Right click Outbreak.exe (found in games main directory) and choose properties, then go to compatibility, and choose XP Service Pack 3. If that doesn't work, try XP Service Pack 2, if not that, try 98/ME.
