I'm suddenly unable to use the workbench in the hospital. Is this a bug or am I being encouraged to use other benches in the city?

Not sure if you still have the issue but sounds to me like a bug. I'm 35 hours into the game and can still use the hospital workbench if I choose so (I always pick the closest one to where I am at the moment)
