I'm on the monastery and Wilhelm keeps dying because he's low on blood... and on his abilities menu, feed does not show up.
Is this normal?

It's not listed on his disciplines menu or just not showing up in the quick discipline slots ? If it's just a matter of not showing up on the quick slots you can drag the discipline to one of the slots yourself.
As for him not using the discipline, check the 'Coterie AI' settings on the 'controls' menu. If the 'Use quick disciplines only' option is ticked and the discipline is not on the quick discipline slots then i guess he won't use the discipline.
