Hi there! I recently downloaded VtM and I keep hearing about a "plus" patch that adds things to the game and fixes numerous bugs.

It doesn't seem as though my GoG version came with this patch, so I'm wondering where I can find it!

Yes, but both basic and plus are included in it. You can choose during installation!

Yes and yes and I recommend to start with basic unless you are completely sure you won't play the game again! This way you will become more aware on how unfinished the game was...

wesp5, you are awesome, man! I've played the game so many times starting UP Plus v6 till v9.

Honestly I would apply the full patch. If the idea of playing the game is to have fun, playing it as broken as possible to say I will have more fun once it is fixed and more things added will not make the game more enjoyable. Well unless you are a masochist which I assume you are not.
Considering the amount of replayability the game has, there is no problem in completing it 2 or 3 times. I actually think that a new player will want to replay it, and so he could use that opportunity to see how drastically the game has changed during the years, thanks to Wesp.
And my counter point is there are a great deal of games with a large replay value.

Morrowind, Oblivion, Skyrim
Never Winter Nights, Neverwinter Nights II
Baulder Gates, Baulder Gates II, Icewind Dale, Icewind Dale II
Shadowrun Returns

All of these games have had patches and mods. Some by the developer many by the community which have made these games last as long as they have. All of these games (Including Vampire the Masqurade Redemption and Bloodlines) I have in the box (except Shadowrun which does not have a box). I would not tell anyone to play any of these games wthout the patches (also known as the Vanillia state). Typically patches and mods add an extra scope to the game. Restores dialogue, makes things work in a better way. So in what way would you say playing an unfished game adds to the experience of a finished one? Yes playing a beta grants early access and helps find bugs, but it doesn't make the finished product more enjoyable.
These games are requiring a large amount of time for a full completion. VtMB, on the other hand, is a mid size RPG (usually 40 hours for the first time), which makes it easier for several walkthroughs.
