Got the email from Gary asking me to get a disk from Metalhead in Hollywood. Got the duck pull toy from the safe, and I know that's normal for the plus patch, however, when I place it in the mailbox Gary doesn't acknowledge or take it and I can't progress the questline.

Is there a fix or command prompt for this?

This is not normal. What are you playing, the basic or the plus patch?

Probably basic, since OP says it asks for the "disk" from Metalhead Industries.

Basic doesn't have a duck toy there. Just did it (although, I'm using 9.7).

I play the plus patch (great work by the way). I don't know if it was conflicting with the basic patch from the GOG install or not, it hasn't before, but I know strange things can randomly happen with files and code for little or no reason.

I'm thinking I may avoid all of that and just use my disc version for plus. I'm assuming the official patch is not needed with plus (already included, correct?). I'm not really sure how to delete the UP basic from the GOG version anyway.
