After completing my first playthrough with just True Patch Gold, I'm tying to add a bunch of mods for my second one. I've
Downloaded the Camerilla Edition mod from Moddb.com that is an application(exe. file), the SilentMasqu application, the Devolved ENB, all of GothisSeraphim's texures, and several other retexures. the retexure files are either zip. or rar. files. When I run the CE and SilentMasqu app and unzip the retextues and ENB to my 'vampire' subfolder and launch the game, nothing has changed. All the characters in the opening cutscene look the same, there are no apparent gameply changes, and Santa Monica looks the same too. What have I missed and not done properly?

Sometimes when I unzip the mod's folder into my 'vampire' subfolder, it asks to overwrite some existing files, but mostly I'm only asked to merge the 'vampire' folders together. After looknig through the game's and mods' files, many of the retexure mods have different names than the original files, so how do they replace the original files?

P.S. Sould I instal Unofficial Patch 9.8 over CE Final, or just stick to the patch that comes with the mod?
The Camarilla Edition mod is not compatible with any of the other bigger mods out there, and it already contains its own version of the Unofficial Patch. You should definitely not install another version of the UP on top of it, that will break Camarilla Edition. Retextures should be fine, I don't know "SilentMasqu" and "Devolved ENB" though. If these make gameplay changes, they will likely conflict with Camarilla Edition.

My recommendation is to make a clean installation of the game (uninstall it completely, delete your save games - you cannot use them anymore anyway, they are incompatible with other mods - or archive them, and reinstall the game) and only then install Camarilla Edition. Check if the mod is properly installed before installing any of the other retextures.

It is also normal that retextures have file names that are not available in the normal folder structure of the game; it's a technical reason (IIRC the game loads textures present in folders first, if there are none, it goes for the packaged ones which are not unpacked normally unless you do it manually, which is very unusual if you are not creating a mod/retexture), but as long as you copy them into the correct folders, they should work.
