Give This a try
In case that isn't terribly clear, you need to do this:

1. Right-click on the game's shortcut and select "Properties". You can use either a desktop shortcut or the main menu shortcut.
2. On the Shortcut tab, note the "Target" path, this is the one you need to modify. It should look something like this:

"C:\Program Files\GOG.com\Vampire The Masquerade - Redemption\Vampire.exe"

3. Add a "-console" to the end of the target path so that it looks like this:

"C:\Program Files\GOG.com\Vampire The Masquerade - Redemption\Vampire.exe" -console

4. Launch the game using the modified shortcut. To access the cheat console, press the "~" key. On a US English keyboard, that is the key found immediately to the left of the "1" key and right above the TAB key. The link Lou provided gives you the available codes to be entered.

Cheats - 11.0

Although not recommended, there are times where cheat codes may help
you out. Mostly, you can use them to summon tomes, for discipline
learning, or to get experience to make your discipline stronger.

To activate the console, first, go to the toolbar, click start,
programs, and find the one that says "Play Vampire: The Masquerade-
Redemption (CD 2 required)", right click, click properties, then in
target, type spacebar, then type-console. Example:
C:\Vampire\Vampire.exe -console
Make sure you press "Apply". Also, if you have the patch, you will not
be able to get this to work.

Then, just press "~" during gameplay to bring the console up. The keys
"[" and "]" can help you cycle through the codes you entered, to save
time.

There are a few more, such as "timescale", where you can type in a value and it will speed up or slow down the game's animations. Example would bed "timescale .50", that should slow it in half.

The one thing I'll correct is the part about it not working if it's patched. I realize that was likely copied and pasted and overall helpful, it just caught my eye.

Slyfan12, I'm not sure why that didn't work for you. Were you able to get it to save with the target saved as "C:\Program Files\GOG.com\Vampire The Masquerade - Redemption\Vampire.exe" -console, like gogadh posted above? That should have allowed you to activate the console using the "~" key, after your game has loaded.
Hi!

Similarly, it is not working for me - as should be obvious, it is the copy purchased and downloaded from GOG.com.

I am no stranger to PC games, and am familiar with the -console addition to the command line. For some reason, i still can not get the console window to open and accept text in my game.

The -console tail is added to the path listed above, and to the shortcut as well; Run as Administrator is checked and allowed in all forms; i even run it as administrator when opening the .exe anyway, just to be sure.

I don't particularly mind one way or the other, as i'm still replaying the game and enjoying it, but it is for me (and i assume any others who have the problem) just a little frustrating.

EDIT: SOLUTION FOUND!

For any of you still having trouble, i've discovered a method that finally worked for me. Can't promise it will work for you, but it was literally the only (and certainly the easiest) solution i've found.

Hit up Control Panel -> Keyboard. Should open up into Keyboard properties. From there, uninstall every keyboard that is not the PS/2 (if you have a USB keyboard, i can't offer much help; sorry!). You'll see listings like eHome MCIR or Infrared something or other. Once they are uninstalled/disabled, load up the game and give it a shot. Worked like a charm for me!

Thank you! I believe this works for some other older games as well! YAY! I couldn't remember this, it had been so long.
Don't ruin this wonderful game with cheats, man! Just save some coin for good items, like full plate mail, and exquisite weapons/shields, full helms and neckguards. Plus, certain disciplines, work better than cheats. Try maximized blood healing, prison of ice, and theft of vitae. Or call of lightning. Coupled with the jewelry that makes economy on discipline blood spending.

Play the game as it was intended to, and you are guaranteed to enjoy...

What about those who have beaten the game, with no cheats, and who are revisiting it as a tourist? ;)

Stock up on "Awaken" scrolls. Go thou to the House De Hexe, save before a summoning circle. If you don't get an Elemental, load game, until you do. When you kill it, quickly use awaken before it disappears and keep killing the damn thing, repeatedly. And/or use awaken as a discipline from Wilhelm, while drinking blood items. You get enough XP to become an Elder/Meth even during the medieval times and you can proceed to max whatever disciplines you need to. Do the same at first Vozhd in Vyzherad (or keep your resources to do the trick en masse there). Those targets give out great XP.

In modern times, your customers are the Rat King (nosferatu boss) and Vozhd again.

Grinding... *bleh*

Also, you missed the point of playing the game as a tourist.

If you are loading the game thru Galaxy, right-click on the game name in the side window, and choose settings.

* Under Custom Settings, check the box for "Add command line arguments"
* Click where it says "Use Default Parameters", and type "-console" (without the quotes)
* Then when you are in-game, you can hit the ~ button to open the console and type what cheats you want.

For finding the .exe file, you should be able to right-click on your shortcut for the game, and choose "Open File Location" to find the executable. In most cases though, you should be fine with clicking on Properties, and adding the -console to the end of what shows in the Target section (after the quotations).
