I've pretty much done everything to bring up the console command for cheats and mods by the book listed as listed below I'm attempting to find another way if anyone knows please comment. Thank you

Double-click "My Computer" on your desktop, then browse to the folder containing the game you want to add the command lines to.

2
Right-click on the game, then click "Create Shortcut" in the menu that appears. Move the shortcut to a convenient place on your PC.

3
Right-click on the game shortcut, then click "Properties" in the menu that appears.

4
Click on the "Start" in field, then add the command line parameters desired at the end of the path. Be sure to put an "-" before each comment.

5
Click "OK" to save changes.

Instead of typing it in "Start", type it in "Target". Type -console after the vampire.exe"

Mine, for example is: "E:\Vampire The Masquerade - Redemption\Vampire.exe" -console

I tested this and it worked.
