Are tradings tasks without minimum reputation requirement only to get in TorZag's Shelter nowadays?

I didn't mention this when playing 'older' vagri that already had some reputation, but now I switched to an quite inexperienced one and found that he never got tasks except in TorZag's Shelter (well, and Archerus Quarry, yes). That's a bit... unfortunate. Because he can't get reputation without having money (as he will starve at some time inescapably, the first bad luck might be too much already) and he can't get money without having reputation (because there's no other way to make money - trading doesn't pay off, honestly).
