I'm posting this for information in case it helps anyone.
I got UT GOTY today and it was running fine with the default high settings. However, I then tried to edit the UnrealTournament.ini file for advanced settings and as soon as Detail Textures or other options were turned on for the D3D renderer I started getting a minor stuttering. There was also a very minor stuttering without this when playing a CTF game.
Bear in mind that I have a very powerful machine. GTX260, 4GB DDR2 RAM and E8500 Dual Core CPU, so this old game shouldn't pose any problems.
Firstly I changed to OpenGL mode and the framerate was then fine, but I still didn't get Detail Textures even though it was set to on. Looking around on these forums I found the S3TC renderer drivers link. The D3D8 and D3D9 ones didn't work perfectly. The intro movie was black and I had to Alt-Tab out and back in again. However, the OpenGL driver in it works great. Smooth framerate and Detail Textures working.
