As for an installer I think that'll be a big NO because it hasn't been officially supported for years. Windows hasn't received an official update either, but OSX apps outdate faster than Windows EXEs on OS update.
UT2004 is still working at least up to El Capitan though. Some are saying Sierra is a go too but I can't personally confirm it.
