FYI - Just in case anyone else runs into this problem, I'll save you some time.
If you are running Windows 7 and all the volume levels on your apps automatically mute to 20% whenever UT 2004 starts, it's because Win7 recognizes that UT has enabled your microphone and auto-mutes everything to keep it out of the way of your voice communications. (see attached screenshot)
You can fix it by going into the Sound properties, to the Communications tab and changing the auto-mute setting to "Never". (see attached screenshot)
