When games offered you a good singleplayer mode or a good multiplayer mode, Unreal Tournament managed to be an exceptional multiplayer FPS with bots smart enough to make playing it by yourself actually enjoyable.

Agree. There are a lot of FPS games with multiplayer only contents. I call them "unfinished", maybe not the most suitable word but I feel like that. The Unreal Tournament games (at least 99, 2003, 2004, 3) had superb bot menagement. They're playing differently, every character has its own strategy, however there are characters with the same. They're smart enough to interact you and states you as the team leader which is epic if you ask me. It is totally worth to be played alone.

What about UT2004's voice commands. That was such a marvelous feature. I remember finally getting it to work* and thinking; "Man, this is the future right here! Now every game is going to have voice interaction with bots". Instead, UT3 dropped the voice commands (another broken UT3 promise), and most other games dropped bots altogether.

UT3 was supposed to have all sorts of cool bot interaction features, like telling a bot to check inside a building for threats. Not sure that particular example would have been so useful in a game like UT, but they didn't even try.

*The voice control in UT2004 was a temperamental thing. When it worked, it worked surprisingly well, but it was sometimes difficult to get it working in the first place. I remember once when I changed some microphone/dictation setting in Windows the voice commands stopped working and I could never get them back again.
The manual said something about the accent. It has a very strict working environment. Old game, it isn't flowless, but works if you do right.

For myself I never really used any kind of commands for bots. They're surprisingly good at problem solving. Moving together, supporting each other, and look for better place to attack than simple straight forward open routes (except ClanLord but he's godlike).
