Do lightning wands vanish after awhile like they do in Uiltima 6?

IIRC pretty much all wands and the Firedoom Staff have limited charges and eventually disappear from use, including that one. Exceptions are Rudyum’s Wand and Magician’s Wand.

Though to be fair, I rarely use wands and tend to dump them for space and weight before they expire.
If only they'd disappear, then it'd be manageable. :)
No, they won't vanish, you'll end up with empty wands and have no means to tell which wand is empty. Some wands found in the game world have no charges at all.

I really wish the devs would have added an extra sprite frame to them, where a wand looks drained after use. And a means to recharge them.

The Magician's wand is indeed the exception, but has a pretty low damage IIRC. And the Firedoom staff is an excellent way to damage your own party members.
Better not use wands at all, in my opinion.
What happens if characters fight with an expired wand? Do they unequip it or melee with it?
They switch to another weapon, like when a bow runs out of arrows.
i'm thinking that an indicator of number of charges would not be too hard to patch into the game.

maybe by tacking asterisks onto the name:

wand with 1 charge
magic wand (*)

wand with 2-3 charges
magic wand (**)

..
wand with 16-31 charges
magic wand (*****)

spent wand
magic wand (spent)

or so..
