Just starting the game and bought a sword from the armory merchant in Trinsic. I'd like to sell him the dagger I started with but his dialog doesn't seem to have a SELL option.

Is there something else I need to do to be able to sell items?

For some reason people from Britannia don't want anything to do with their beloved Avatar's stuff ¯\_(ツ)_/¯
There's only a few items you can trade with in Ultima 7. Here is a link with the item list and some other ways to make money https://wiki.ultimacodex.com/wiki/Sellable_items_in_Ultima_VII

You can’t sell armour and weapons in The Black Gate, but you can sell armour in Serpent Isle.

You can exchange gems, jewelry, gold bars and gold nuggets for gold, though. As well as silver serpent venom to the apothecary in Britain.
