So, I put off making the balloon as long as I could, but I really need to make it now. I collected all the parts except the ship anchor. Where do you find one of those? The shipwrights don't seem to sell them. The shipwrecks I've found so far don't seem to have one.

From my research....
Anchor is not required for the balloon, but useful to have as ballast
Anchor: You can buy it from Budo. You must separately attach a rope to the anchor for this to work. Place both on the same character, and use the rope.

Budo is the provisioner of Buccaneer's Den
