One of the NPCs suggest I talk to him about the Goblin Camp, but I haven't been able to find him.

Have you tried the Banquet after you have become a knight? If not you have to find his house which if memory serves is in Monitor,where exactly I can't recall. Also a long shot would be the tavern.

Templar is most easily found in the training hall west of the list field during the day, although he may be IN the list field during the morning and thus inaccessible. I believe that he heads to the inn for dinner during most evenings.

Thanks for the info guys.

Edit: I finally found him. It made the assault a little easier knowing when to strike.
