When I instaled it into ultima 7's folder it didn't work?

Yeah, you don't install Exult to the Ultima VII folder. You install Exult like you would any other program, and point it to your Ultima VII install location. Are you using Windows? The installer walks you through that. If not... http://exult.sourceforge.net/docs.php
