My mouse cursor is frozen on the main menu screen. I can still select other submenus but when I do that I can't select the tabs at the top of the options submenu. It also happens in the character creation screen. Any help would be greatly appreciated.

I have exactly the same problem. Win7/64. Latest drivers.
Have re-installed and re-booted. No change.

Found a solution that worked for me.
Right click on Desktop, Personalize, Display, Set Font Size to "Smaller - 100% (default).

Better yet, turn on "Disable display scaling on high DPI settings" in the compatibility settings of the EXE. This way you can keep your larger font size while excluding the specific programs that don't like it.
