The funny thing is, that both are true...
It's worth pointing out that those reviews are for the first Two Worlds game. Seems like most people like the second game a lot better.

For the record, I actually enjoyed the first game, although it wasn't amazing.
Haven't played this myself but after watching some old reviews, I found out people seem to describe the whole Two Wolds series as sub-par Action RPGs who don't even come close at the level of Oblivion or any TES game. It seems Two Worlds just became successful because nowadays there aren't many Open-World, Action-RPGs with complete freedom out there.

In another subject, it's a bad thing how people need to apologize for expressing a negative opinion. It seems neither here nor on Steam you can write a good review detailing why you dislike a game and don't have your review buried.

Two Worlds 1 feels pretty different from Oblivion and the other Elder Scrolls games. It's like a mix between Oblivion and Diablo. Fewer factions and less interesting quests than Oblivion, fewer details in the world (fewer indoor areas, not as much junk lying around, etc.) but way more loot to collect. The "loot stacking" mechanic, and enchanting system, makes collecting loot a lot more fun than in Oblivion. Also, Two Worlds' outdoor areas have more variety than Oblivion, once you actually cross the river and head south. Deserts, jungles, swamps, and blasted wastelands join the generic mountains and forests.

I haven't played Two Worlds 2 yet but I think it got decent reviews when it came out. I'm guessing it will have some problems but generally feel quirkier and in some ways more interesting than the Elder Scrolls games. Also I hear that the expansion pack, which is about pirates (and is included with the game here on GOG) is even better.
I'm only about two hours into the first Two Worlds (and have spent about an hour in the second) and I would say they have more in common with Gothic/Risen than The Elder Scrolls, and I wouldn't say they're bad either. There is no level scaling, so you can't defeat the big bad at level one like in Oblivion (and Skyrim), you start off weak and with a limited amount of abilities and there is no hand holding character in the first hour of the game. Like Waltorious mentioned, there is a LOT more loot in Two Worlds than Oblivion (probably Oblivion and Skyrim and Morrowind combined), I've found a ton of unique loot in just two hours. There are also large packs of animals, much like Gothic instead of The Elder Scrolls series, that means a wolf pack will have four or five wolves instead of two like in Skyrim, same for a pack of boar, etc.

The melee combat is much more varied in Two Worlds than Oblivion (or Skyrim), there are combos, pressing a different directional key will cause a different attack, etc. Magic also seems more varied with the use of booster of cards, I can't say much about the spell system at the moment though as I just have two spells at the moment.

Enemies also come in a wide variety, I've fought goblin-esque characters, bandits, two different kinds of wolves, boar, black bears and a ghost and I'm sure there are many more to discover.

The world is quite beautiful on max settings, I'm in a forest-y area right now and it feels like an actual forest. There are caves scattered about and shrines scattered about that heal you or regenerate your mana. I have noticed one "scene" (a destroyed cart with enemies nearby) twice, but that then again, how many broken watchtowers with a chest at the top of the stairs are there in Skyrim?

All in all I'm getting really sucked into Two Worlds much like I was into Gothic 3. The biggest problem I have with it right now is...the horse can be a bit hard to steer at times.
